Kotetsu is a professional hero with ten years of experience. There's a few times in canon where he noticeably switches between a couple of different approaches to being heroic and inspiring before settling on one that works, e.g. with Karina and Ivan! Likewise for dramatic one-liners (I've come back from the depths of hell!). They are all kind of cheesy and half for show, but also very sincerely meant in the case of the speeches because of who he is.
He now has the full practiced repertoire to use, and will only forget what word he wants to go where occasionally.
